From October 8 to 10, 2026, the Anyang Comprehensive Innovation Base of the Chinese Academy of Agricultural Sciences (also known as the Anyang Comprehensive Innovation Center), together with the Anyang Municipal Bureau of Agriculture and Rural Affairs, convened a city-wide working symposium on the "One County, One Industry, One Institute" initiative. One-on-one meetings were held with the agriculture and rural affairs bureaus of all districts, counties and county-level cities, and with representatives of leading agricultural enterprises, to discuss ways of improving the quality and efficiency of Anyang's agricultural industries and to identify leading industries.

At the meeting, local agriculture and rural affairs bureaus reported on the phased progress of the initiative and on the science and technology needs of their industries. Participating enterprises, drawing on their own production and business realities, set out their demands for science and technology cooperation around technical bottlenecks, talent gaps and process difficulties, and expressed clear willingness to engage in joint research and development, pilot-scale testing of research results, and on-site expert support.

Drawing on the resource endowments and science and technology support needs of each locality, the innovation base and the municipal bureau held pragmatic exchanges with participants. Following the approach of "leading industries leading the way and leading enterprises driving growth," they put forward preliminary development directions and priority industries for each district, county and county-level city, steering the "one county, one industry" model toward science-and-technology agriculture, green agriculture, quality agriculture and brand agriculture.

Fang Song, executive deputy director of the innovation base, said the base will remain committed to integrated science–industry development, with the vision of raising agricultural value and the incomes of agricultural practitioners, and will follow a path of "industry first, sci-tech breakthroughs, and science–industry coordination." Targeting the resource advantages, industrial shortcomings and development difficulties of each county, the base will work with municipal and county agricultural authorities on four priorities: first, establishing technology assistance lists, forming three lists of demands, resources and projects to match research teams precisely and open up academy–locality supply-demand channels; second, providing targeted technical guidance by sending research forces down to counties and key enterprises; third, accelerating the commercialization of research results by selecting excellent CAAS varieties and advanced applicable technologies for localized pilot demonstration; and fourth, improving regular exchange mechanisms, continuing to hold academy–locality–enterprise matchmaking activities so that science and technology empower industry and industry raises incomes, thereby boosting the high-quality development of Anyang's agricultural economy.
